  • Demonstration Dollars Innovation Application

  • The Demonstration Program under the Housing Opportunity Fund (HOF) provides flexible grant funding to address urgent or unique housing needs in the City of Pittsburgh. It supports nonprofits addressing emergency housing-related challenges, supplements existing HOF programs, and funds housing developments or services that fall outside other HOF initiatives. Additionally, it can be used to pilot new HOF programs. Please review the Program Guidelines before completing the following application.

    The Demonstration Program is designed to be applied for by nonprofit organizations on behalf of the communities that they serve. Individuals seeking to remedy their own personal housing challenges should explore the URA's other resources on our website.

    This application is for innovation grants only. Innovation grant funding is contingent on a majority vote by the Advisory Board.

  • Area Median Income (AMI) Requirements

  • All HOF funded projects must meet the AMI requirements. For the Demonstration Program, all subrecipients of the program must fall under 80% of AMI for homeowners or under 50% of AMI for renters. Please reference the 2025 AMI chart.

  • Conflict of Interest Disclosure

    All applicants for the Urban Redevelopment Authority of Pittsburgh (URA) grant programs are required to disclose if they are employees of, or are related to employees of, the URA or the City of Pittsburgh. If an applicant has a conflict of interest, the URA must obtain a waiver from its Board of Directors before approving funding. If the applicant is a URA or City of Pittsburgh employee, they must secure an Ethics Opinion/Opinion of Counsel from their Legal Department in accordance with the Pennsylvania State Ethics Commission. This information will be reviewed by the Board of Directors before a grant is awarded.
