During the March 12, 2026, Regular URA Board Meeting, staff announced a 30-day public notice of its plans to release a Request for Proposals for housing on a portion of the Lower Hill development site and presented draft guidelines for the Lower Hill Development Fund.
The public comment period will close on Tuesday, April 7, at 1 p.m.
Lower Hill Housing RFP
The URA is requesting proposals from one or more developers for the purchase and redevelopment of a portion of or all of the remaining 6.82 acres of the Site for the primary purpose of constructing affordable and/or market-rate multi-unit housing. The URA will consider proposals that include mixed-use and commercial development on the Site.

Lower Hill Development Fund Guidelines
The URA plans to seek authorization to adopt and implement program guidelines for the Lower Hill Development Fund, reverting it to its original iteration. This will allow the URA and the Sports & Exhibition Authority of Pittsburgh and Allegheny County (SEA) to receive payments in lieu of taxes from property owners, equal to 50% of the real estate tax generated by development within the Lower Hill Local Economic Revitalization Tax Assistance (LERTA) District, to capitalize the Lower Hill Development Fund. The Lower Hill Development Fund will be used to support public infrastructure and public realm improvements in the Lower Hill District.
